1.77 We are aware of the magnitude of the challenges in terms of waiting and measuring environmental outcomes with respect to pollution caused by ships, particularly with regard to the vastness of the maritime areas concerned. The Department indicated that, although the United States has provided estimates of the effectiveness of MARPOL, it is not aware of other countries that have been successful in assessing the impact of MARPOL on the actual amounts of oil released into their waters, intentionally or otherwise. In this context, the government needs to be more transparent and make it clear to Canadians what progress it reasonably expects. The EU has already ratified many international environmental agreements, whether at the global level (multilateral agreements negotiated under the auspices of the United Nations) and at the regional level (for example. B within the framework of the UNITED Nations Economic Commission for Europe or the Council of Europe) and at the sub-regional level (for example. B for the management of seas or cross-border rivers). In 2002, the EAC Heads of State and Government Summit decided that regional and multilateral issues should be negotiated in bulk. The draft framework for joint participation and implementation of regional and multilateral environmental agreements (MEAs) has been finalised. The objective of this framework is to guide EAC partner countries in the implementation of various multilateral environmental agreements to which partner states belong.

Most environmental problems are cross-border and often global and can only be effectively addressed through international cooperation. That is why the Lisbon Treaty stipulates that one of the main objectives of the EU`s environmental policy is to promote action at the international level to address regional or global environmental problems, and in particular to combat climate change. The EU is actively involved in the development, ratification and implementation of multilateral environmental agreements. 1.5 International environmental agreements are important because they allow countries to cooperate to address important environmental issues that are cross-border or global, such as air pollution, climate change, ozone protection and marine pollution. In Canada, the quality of our environment depends not only on what we do at home, but also on activities outside our borders. Our national measures alone are often not enough to protect our environment, our resources and our health. We need to work with other countries to find common solutions to international environmental problems that directly affect us. 1.22 The government`s transfer policy requires the use of a results-based management accountability framework under a federal grant or contribution funding program.

In addition, the government generally encourages its use for key policies, programs and initiatives. However, there are no other formal requirements to use this framework or similar tools. It is up to the relevant spring services to use the necessary financial resources to define the expected environmental outcomes and performance for their agreements. ACCORDS are interstate agreements that can take the form of a „soft law“ that establishes non-binding principles, which parties are required to abide by when taking action to resolve a given environmental issue, or „hard rights“ that define legally binding measures to achieve an environmental objective. 1.129 Overall, we found that leading services were not able to properly prove how they did their management and control control. This is especially important when services do not provide or clearly deliver their environmental results or performance.
